
House panel orders Ombudsman Remulla to bring copies of VP’s SALN
The House of Representatives has summoned Ombudsman Jesus Crispin Remulla to an April 14 hearing on Vice President Sara Duterte’s impeachment, specifically directing him to bring copies of her Statement of Assets, Liabilities, and Net Worth (SALN).
The House Committee on Justice has issued subpoenas to Ombudsman Jesus Crispin Remulla and detained witness Ramil Madriaga for an April 14, 2026 hearing on the impeachment complaints against Vice President Sara Duterte. The committee, chaired by Gerville Luistro, ordered Remulla to appear and submit certified copies of Duterte's Statements of Assets, Liabilities and Net Worth (SALN) covering three periods: 2007-2013, 2016-2022, and 2022-2025. These financial documents are crucial for determining probable cause in the impeachment proceedings.
The impeachment complaints, formally initiated on February 23, 2026, allege misuse of confidential funds totaling P612.5 million allocated to the Office of the Vice President and Department of Education, non-declaration of assets, abuse of power, bribery, and threatening officials including President Ferdinand Marcos Jr. The committee has already found two of the four complaints sufficient in form and substance, allowing the proceedings to advance to the hearing phase.
Ramil Madriaga, a former Duterte aide currently detained, has been subpoenaed to bring his November 29, 2025 affidavit alleging he transported large sums of money at Duterte's direction from 2022-2023 and distributed funds to her associates. Madriaga also claims drug traffickers and POGO operators financed Duterte's 2022 campaign. The House has arranged protection measures for Madriaga's appearance from the Bureau of Jail Management and Penology facility.
Additional hearing dates are scheduled for April 22 and April 29, 2026. Committee members have noted that Duterte's continued absence from hearings could constitute a waiver of her right to defend herself if proper notice was given. The proceedings aim to determine whether sufficient grounds exist to formulate Articles of Impeachment, which would require approval from at least one-third of House members before proceeding to a Senate trial.
