Austria is planning to implement a ban on social media access for children under 14, with the government aiming to enforce the measure by the start of the new school year in fall 2026. The announcement was made in late January 2026 by State Secretary for Digital Affairs Alexander Proll of the Austrian People's Party (ÖVP), who cited concerns about protecting minors from addiction, violence glorification, misinformation, and unrealistic beauty standards on social media platforms. The proposed age limit aligns with Austria's age of legal capacity and falls within the EU General Data Protection Regulation's range of 13-16 years for data consent.
The political landscape shows divided opinions on the implementation approach. While the governing coalition partners generally agree on protecting minors, there are differences in timing and methods. The Social Democratic Party (SPÖ) supports the ban but calls for national action if no EU-wide solution emerges by the end of 2025. The NEOS party, another coalition partner, backs protection measures but opposes rushed implementation due to data privacy risks, preferring to wait for Austria's "eID" digital identity system expected in 2027 or for an EU-wide approach. The Greens demand mandatory age verification and penalties for platforms, while the far-right Freedom Party (FPÖ) opposes the ban as restricting freedom of expression.
Technical implementation details remain under discussion, with the government considering models similar to Australia's approach where platforms bear enforcement responsibility and face significant fines for non-compliance. Austria's proposal follows similar international trends, including Australia's under-16 social media ban that took effect in December 2025 and France's under-15 ban approved in January 2026. Other European countries like Germany, Denmark, and Poland are also considering or implementing similar age restrictions on social media access.
The European Parliament has urged the establishment of a binding EU-wide age limit by the end of 2026, building on previous calls for minimum age requirements of 13+. As of the latest reports in early 2026, no legislation has been formally passed in Austria, and specific details regarding which platforms would be covered (such as TikTok, Instagram, and others) and the exact age verification mechanisms remain undecided. The government continues to discuss the proposal with expert groups to develop workable implementation strategies.
