DICT Secretary Henry Aguda revealed this during an interview with DZRH's Dos Por Dos on February 24, 2026, stating that illegal gambling operators have shifted their activities to Telegram, where they operate encrypted channels beyond regulatory reach. Aguda emphasized that the platform is being used to spread pornographic content and facilitate online sexual abuse and exploitation of children, calling these issues 'non-negotiable' for the government.
The DICT has faced significant difficulty coordinating with Telegram's management to address these concerns and enforce local regulations. Secretary Aguda stated that if the platform continues to host such illegal content and fails to cooperate with Philippine authorities, the government will proceed with blocking the app. The agency is currently studying the potential ban and coordinating with law enforcement agencies including the Philippine National Police (PNP) and the National Bureau of Investigation (NBI) to combat these illegal activities.
This potential action follows similar measures taken by the DICT, including the recent nationwide block on Grok AI over sexual content concerns. The agency has demonstrated a pattern of taking decisive action against platforms that fail to comply with local regulations, particularly regarding child exploitation and illegal gambling. Any ban on Telegram would require coordination with telecom regulators and internet service providers, similar to existing restrictions on unregistered crypto exchanges.
The potential ban carries significant implications for the Philippines, as Telegram is widely used by crypto communities, startups, trading groups, and blockchain projects for announcements and support. The Philippines is one of Southeast Asia's most active crypto markets, making any restriction on Telegram particularly impactful. For now, Telegram remains available in the country, but officials have made clear that a ban remains on the table if the platform fails to cooperate and address the illegal content concerns raised by Philippine authorities.
