The House of Representatives’ Committee on Justice has declared the third and fourth impeachment complaints against Vice President Sara Duterte sufficient in substance, with 54 lawmakers voting in favor, allowing the proceedings to move forward. The complaints cite multiple grounds, including alleged betrayal of public trust.
On March 4, 2026, the House Committee on Justice in the Philippines declared two impeachment complaints against Vice President Sara Duterte sufficient in substance, allowing the proceedings to move forward. The committee, chaired by Batangas Representative Gerville Luistro, voted 54 lawmakers in favor of advancing the third and fourth impeachment complaints. This followed an earlier ruling on March 2, 2026, where the same two complaints were found sufficient in form during preliminary review.
The impeachment complaints were filed by various groups including Tindig, Akbayan, and others, alleging multiple grounds including misuse of confidential funds, non-declaration of assets, abuse of power, bribery, and threats against officials including President Marcos. The committee had previously withdrawn the second complaint to expedite the process and set aside the Makabayan bloc's complaint due to the one-year impeachment ban rule.
Under the impeachment process, the committee's declaration of sufficiency in substance triggers the next phase where Vice President Duterte must be formally notified and given 10 days to submit her response. The committee will then conduct hearings to evaluate evidence and prepare a report within 60 session days from the February 23, 2026 referral date when proceedings officially began.
This development represents a significant step in the impeachment process, though it's important to note that a Supreme Court ruling from July 25, 2025 had previously declared an earlier impeachment complaint against Duterte unconstitutional due to violation of the one-year impeachment rule and due process requirements. The current proceedings follow the constitutional timeline and procedures for impeachment complaints against high-ranking officials in the Philippine government.
