Philippine National Police (PNP) Chief General Jose Melencio Nartatez Jr. has ordered an investigation into at least ten dismissed former police officers suspected of maintaining links to criminal syndicates involved in extortion and kidnapping activities. The probe was initiated following concerns raised by Department of the Interior and Local Government (DILG) Secretary Jonvic Remulla, who publicly discussed the matter. Nartatez directed the PNP's Intelligence Group and Integrity Enforcement to conduct thorough validation of these allegations, emphasizing the security risks posed by these ex-officers who retain tactical expertise acquired during their police service.

The investigation focuses on compiling documentation regarding the dismissed officers' past administrative cases to identify potential "protectors" within the system who may have enabled their activities before their dismissal. Nartatez expressed particular concern about former officers using their police training for criminal purposes, stating that "even though they are no longer in service, they retain the tactical expertise they acquired here, which poses a significant risk." The PNP chief has called for reassessing how active police officers are monitored to prevent their involvement in criminal activities following retirement or dismissal.

This specific investigation occurs within the broader context of the PNP's intensified internal cleansing program. In 2025 alone, the PNP dismissed 1,120 personnel and suspended 1,425 others out of 4,203 administrative cases. Cumulatively, over 9,000 officers have been dismissed as part of the PNP's internal cleansing efforts by December 2025. Under Nartatez's direct oversight from December 26, 2025, 435 cases involving 710 personnel were closed, resulting in 253 dismissals, 194 suspensions, 29 demotions, and 17 reprimands.

Nartatez, who was sworn in as full PNP chief on January 28, 2026, by President Ferdinand Marcos Jr., has emphasized accountability and due process while balancing penalties with exonerations for the innocent. The investigation into the ten dismissed officers remains active, with the PNP planning to enhance ethics training and improve detection of corrupt practices, particularly within units handling sensitive investigations. This probe aligns with the PNP's broader anti-crime efforts, including supporting President Marcos Jr.'s national strategy against money laundering and organized crime groups.
