Speaker Faustino Dy III has pledged that the House of Representatives will prioritize passing a "fair, just, and implementable" anti-political dynasty law during the 20th Congress, addressing the numerous bills already filed.

Speaker Faustino 'Bojie' Dy III, who assumed office as the 29th Speaker of the House of Representatives on September 17, 2025, has made recent public commitments to prioritize the passage of an anti-political dynasty law during the 20th Congress. In February 2026, Dy delivered video messages during nationwide public consultations organized by the House Committee on Suffrage and Electoral Reforms, chaired by Lanao del Sur Rep. Ziaur-Rahman Alonto Adiong. The consultations began in Cavite around February 12-13, 2026, and concluded in Cagayan de Oro City by February 20-21, 2026.

Dy, who is the principal author of House Bill No. 6771 alongside House Majority Leader Sandro Marcos, stated on February 20, 2026: 'We are serious about passing a fair, just and implementable Anti-Political Dynasty Law in the 20th Congress.' He emphasized that the legislation must be legally sound, enforceable, and based on wide consultations across the country. The Speaker reaffirmed the House's commitment to a 'fair, just and implementable' law that would fulfill the constitutional mandate under Article II, Section 26 of the 1987 Constitution, which requires Congress to pass a law prohibiting political dynasties.

House Bill 6771 is one of 24 pending anti-dynasty measures in the House, but it has faced criticism from 31 business and civil society groups who argue it contains loopholes that would allow dynastic continuations through succession, substitution, rotation, and position-switching among relatives. These groups, including the Makati Business Club and other civil society organizations, have called for stronger provisions, including a mandatory one-electoral-cycle cooling-off period for relatives of term-limited officials.

The House aims to pass the anti-dynasty bill before President Ferdinand Marcos Jr.'s July 2026 State of the Nation Address, with the Senate also having seven pending bills on the matter, including Senator Loren Legarda's SB 1854. President Marcos has supported public consultations on the measure, acknowledging it as a priority amid public concerns about dynastic politics. The Commission on Elections has warned that any anti-dynasty law must be 'robust and infallible' to be effectively implemented, particularly in challenging areas like Mindanao.
