Impeachment proceedings against Vice President Sara Duterte have formally begun in the House of Representatives. Four complaints against her were officially sent to the committee on justice after being included in Monday's plenary session agenda.

Impeachment proceedings against Philippine Vice President Sara Duterte were formally initiated on February 23, 2026, when the House of Representatives referred four separate impeachment complaints to the House committee on justice during Monday's plenary session. The referral was overseen by Deputy Speaker Ferjenel Biron, who added the complaints to the Order of Business, triggering a constitutional one-year bar on further impeachment filings against Duterte effective from that date. This marks the second consecutive year of impeachment attempts against the Vice President, following a previous 2024 attempt that was ruled unconstitutional by the Supreme Court on July 25, 2025, for violating the same one-year bar provision.

The four complaints were filed by various groups and individuals, including civil society organization Tindig Pilipinas and lawyer Nathaniel Cabrera, with some complaints endorsed by Deputy Speaker Paolo Ortega and Rep. Bienvenido Abante Jr. The allegations center on multiple serious charges: betrayal of public trust, culpable violation of the Constitution, and high crimes related to Duterte's public admission of hiring an assassin to target President Ferdinand Marcos Jr., First Lady Liza Marcos, and former Speaker Martin Romualdez on November 23, 2024; misuse and malversation of P612.5 million in confidential funds during her tenure as Vice President and Education Secretary; unexplained wealth and failure to properly disclose assets in her Statement of Assets, Liabilities, and Net Worth (SALN); and alleged links to extrajudicial killings through the Davao Death Squad during her time as Davao City mayor.

Under the impeachment process outlined in the 1987 Constitution, the House justice committee will now review the complaints and determine whether there is sufficient basis to proceed. For the impeachment to advance to trial in the Senate, the committee's recommendation would need to secure a one-third vote of all House members in plenary session. If the House votes to impeach, the Senate would then conduct a trial where a two-thirds vote of senators present would be required for conviction and removal from office.

The current proceedings follow a pattern of political tension between Duterte and the administration of President Ferdinand Marcos Jr., with the Vice President having previously served as Secretary of Education before resigning from that position. The inclusion of specific details about cash transport instructions from Duterte to security operatives, as mentioned in one affidavit, adds concrete allegations to the broader charges of financial misconduct. The constitutional one-year bar now in effect means no new impeachment complaints can be filed against Duterte until February 23, 2027, regardless of the outcome of the current proceedings.
