Mandaue City has launched an investigation into the tragic death of a 31-year-old mother who collapsed and died while waiting for verification to receive financial assistance for victims of Typhoon Tino.

Mary Christ Cuizon, a 31-year-old mother of four from Zone Talong, Barangay Paknaan in Mandaue City, Cebu, collapsed and died on March 11, 2026, while waiting in line for validation of Typhoon Tino financial aid at the Barangay Opao gym. She was declared dead on arrival at Mandaue City Hospital after bystanders attempted resuscitation and an ambulance arrived approximately 30 minutes later. The incident occurred during a verification process for P5,000 cash assistance intended for victims of Typhoon Tino, which had struck Cebu on April 4, 2025, causing partial home damage. Full destruction qualified for P10,000 in aid, with payouts scheduled for March 23 after revalidation.

Cuizon had fed her children, aged 10 down to 6 months old, before attending the event and showed no visible signs of illness prior to collapsing. Her father, Jennifer Cuizon, revealed that she had been experiencing recurring weakness since giving birth to her fourth child six months earlier, which she typically managed with rest. He demanded access to CCTV footage from the gym and called for accountability from local officials including Mayor Thadeo 'Jonkie' Ouano, Congresswoman Emmarie Ouano-Dizon, and Barangay Opao Captain Nixon Dizon. He emphasized that prompt emergency care should have been provided regardless of the cause of her collapse.

Mandaue City officials have launched an investigation into the incident. City Administrator Atty. Gonzalo 'Sally' Malig-on Jr. stated that the city is awaiting an official incident report and will provide updates as they become available. Both the Mandaue City Social Welfare and Services (CSWS) and the Department of Social Welfare and Development (DSWD) have declined to comment on the matter while the investigation is ongoing.

The tragedy has highlighted concerns about the distribution process for disaster assistance and emergency response protocols during aid distribution events. As of the latest reports, no further developments have been announced regarding the investigation or any changes to the aid distribution procedures in response to the incident.
