Vlogger Norman Mangusin, widely known as Francis Leo Marcos, has been arrested in Pasay by the National Police Commission (NAPOLCOM). His arrest is due to allegations of illegally wearing a police uniform and other related violations.

Vlogger Norman Mangusin, widely known as Francis Leo Marcos, was arrested on February 24, 2026, by the Criminal Investigation and Detection Group (CIDG) at the Sheraton Hotel in Pasay City. The arrest was made while Mangusin was eating lunch and streaming live on YouTube, based on a warrant issued by the ParaƱaque Regional Trial Court Branch 294. He faces 12 counts of unjust vexation under Article 287 of the Revised Penal Code in relation to Section 6 of the Cybercrime Prevention Act of 2012, with bail set at P120,000. The charges were filed by fellow vlogger Markson Warnakulaha (known online as Makagago), who cited disrespectful remarks Mangusin made against his wife and mother.

During a press conference at CIDG headquarters, both vloggers had a heated exchange in front of media and National Police Commission (NAPOLCOM) officials. While the immediate arrest pertains to the unjust vexation charges, authorities have also been investigating Mangusin's unauthorized use of a police uniform, stemming from a viral photo showing him in a ceremonial blue police outfit. Mangusin had previously claimed the image was digitally manipulated.

Additional concerns flagged by police include Mangusin's reported use of multiple names, passports, and birth certificates, as well as unauthorized security personnel linked to him. NAPOLCOM officials confirmed the arrest and emphasized their ongoing investigation into the police uniform violation. Mangusin has protested the arrest, arguing that the unjust vexation charge is trivial and expressing frustration with police for publicly showcasing him at a press conference.

Mangusin also claimed to have been cleared of earlier estafa charges filed by Warnakulaha and stated he is a close relative of President Ferdinand Marcos Jr., though this claim remains unverified. The case highlights the intersection of social media influence, legal accountability, and the unauthorized use of official uniforms in the Philippines.
